The Zimbabwe National Road Administration (ZINARA) is a corporate body established in terms of the Roads Act [Chapter 13:18] . The body which was established in 2002 has prioritised the enhancement of good road network system throughout the country.

Its core business, in consultations with the Minister of Transport, Communication and Infrastructural Development is fixing road user charges and collect such charges or any other revenue of the road fund.

An acquittal is a detailed report on how road funds disbursed to a Road Authority by ZINARA are utilised. It is an account on how moneys received by the Road Authority has been applied both financially and technically.


An acquittal is an important accounting document which is submitted in compliance with the Road Act Chapter 13: 18 section 19 i.e. all money’s received by the Road Authority shall be accounted for satisfactorily


An acquittal report constitutes the following elements:

  1. Technical Report
  2. Financial Report
  3. Commitment Register
  4. Bank Statement Supporting Documents – plant returns, labour return etc.
  5. Works for next period – Summary of works for next quarter


A Technical report contains the following:

  • Work done / completed
  • Outstanding works
  • Implementation method – in-house / outsourcing
  • Planned task VS Actual
  • Planned outputs VS Actual
  • Analysis of variance


A Financial report constitutes of the following elements:

  • Planned Expenditure VS Actual
  • Actual Expenditure VS Bank Statements
  • Analysis of variance


The following supporting documents are attached to an acquittal report for works done in-house:

  • Time sheets
  • Pay sheets
  • Log sheets
  • Payment Vouchers
  • Invoices
  • Cash book
  • Bank statement


The following documents are attached to works done by contract/outsourcing:

  • Contract Documents ( between Road Authority & Contractor)
  • Interim Payment Certificate (IPC)
  • Payment Vouchers
  • Bank Statements
  • Variation orders
  • Approvals – Council resolution
