Where to get the form

The Zimbabwe National Road Administration (ZINARA) wishes to advise members of the public using the ZINARA Prepaid Tolling Card that they need to update the Know Your Customer (KYC) details on or before 06 October 2021. Failure to do so within the prescribed timeframe will result in the card being permanently blocked.

Clients can update the KYC details using our website www.zinara.co.zw

Clients passing through our Tollgates can be assisted by ZINARA officials at the site who can scan a picture of their ID and the Prepaid Tolling Card for inputting in the system.

Motorists can share copies of their IDs and Mobile Phone numbers via docs@icecash.co.zw 

We require the customers to fill the form by completing all the fields.

Along with the form is a copy of the identity document of the customer. 

Any of these documents can act as a valid proof of identity.

Electronic Toll Collection (ETC) solution using (RFID) technology – Tender.

ZINARA currently operates 31 Tollgates on the major highways of Zimbabwe. The amount of traffic in recent years has increased due to the increasing number of vehicles. Every day, thousands of people use their vehicles on the country’s highways. The increasing number of vehicles on the roads, result into many problems such as long queues, delays, congestion, air pollution and fuel wastage. The payment methods that are in operation at the toll plazas depend on the network communication systems operated by the Mobile Network Operators and the Point-of-Sale machines from the banks and these payment methods have inherent delays and are not capable of coping with the increased traffic volumes. The current payment procedure can be slow, which often results in traffic jams at the toll plazas on busy highways.
The above challenges have created a huge negative implication on revenue collection and has created a nightmare for the motoring public. To curtail the challenges, ZINARA wishes to introduce an Electronic Toll Collection (ETC) system using Radio Frequency Identification (RFID) technology at the tolling points on the Zimbabwe highways.

Transit fees have always been collected by Vehicle Inspectorate Department (VID) as an agent of ZINARA from inception. They were always collected manually using manual receipt books and manual transit coupons.

Computerised Transit System

  • The application is called Cross Border Management Systems (CBM)
  • This is an application that was introduced on 16 April 2014 and it works as a point of sale system for the collection of Transit Fees across our 7 main border and 17 inland Vehicle Inspectorate Department (VID) Depots around the country.
  • At the border posts, the system is run by both ZINARA and VID staff. It is integrated with the Tolling System (ZIMTOLL) such that all transit vehicles are issued with a barcoded transit coupon which is then scanned and authenticated at the various tollgates manned by ZINARA.
The system now also handles prepaid transactions. One can obtain a prepaid card from the ZINARA selling points for use on tollgates and for purposes of managing transit fees prepayment by customers

The Zimbabwe Government adopted a policy of user-pay principle where road users pay as they use the road. ZINARA Tolling is guided by Statutory Instrument 39 of 2009 which has been amended several times over the past years. At inception in 2009, the Statutory Instrument empowered Zimbabwe Revenue Authority (ZIMRA) to collect toll fees on behalf of ZINARA which at the time was incapacitated to undertake such a massive project. This saw ZIMRA employing staff to man tolling points all around the country on major highways. In September 2013 the Statutory Instrument was amended to allow ZINARA to fully take over the collection of Toll fees from ZIMRA which was operating on an agency basis. ZINARA took over the collection of toll fees on the 1st of October 2013 after the amendment of the statutory instrument. ZINARA, working with its partners, developed a Computerized toll collection system and  work-flow procedures and documentation. The computerised collection system worked to the advantage of ZINARA:

  • Improved auditability of revenue collected
  • Real time vehicle and revenue statistics were now available
