Purpose of the Job

The position exists to diligently monitor and operate all ZINARA Closed-Circuit Television (CCTVs) installed across the country to detect and deter revenue leakages as well as access control management in line with the ZINARA Risk Management and Loss Control Mandate. The position reports to the CCTV Operations Supervisor.

Duties and Responsibilities
  1. Monitors CCTVs and equipment installed at all ZINARA stations across the country to pro-actively and reactively respond to detected incidents aimed at reducing revenue leakages.
  2. Logs all suspicious incidents observed and write accurate reports covering all activities involving CCTVs at all ZINARA stations from the Control Room.
  3. Generates high quality evidence to facilitate investigations and where necessary prosecution of offenders.
  4. Operates the CCTV system in accordance with the ZINARA Risk and Loss Control department Standard Operating Procedures and relevant state governing laws and regulations.
  5. Carries out and records daily equipment checks and report all faults and failures of CCTVs to immediate supervisor.
  6. Reports crimes in action.
  7. Ensures safe keeping and clear labelling of recordings for easy access.
  8. Operates equipment/ take assistance from technical personnel to identify, isolate, retrieve, and store footages of interest
  9. Handles recorded media in accordance with organisational procedure
  10. Maintains the CCTV Control Centre facilities and environs safe, and clean, in line with ZINARA policies.
  11. Reports immediately to the Supervisor any suspicious criminal behavior detected through the CCTV Cameras installed at various ZINARA sites across the country.
  12. Reports or refers all complicated issues seeking appropriate guidance and course of action from the Supervisor.
  13. Records and reports all CCTV systems malfunctions and unusual circumstances in accordance with ZINARA Procedures and recommend corrective action to superiors.
  14. Prepares daily CCTV Operations reports and submit to superiors.
  15. Testifies in internal hearings and courts of law in matters involving CCTV evidence
Qualifications and Experience
  1. 5 O levels including English Language and Mathematics
  2. Relevant Diploma or higher qualification in Risk Management/Security Studies/ Information Technology / Telecommunications or equivalent
  3. A professional qualification or training in Electronic Security Systems or similar is a distinct advantage.
  4. 2 years relevant working experience
  5. Demonstrable experience in corporate security, intelligence management or law enforcement environment.

Purpose of the Job

Duties and Responsibilities
  1. Plans, directs, and coordinates daily operations at the CCTV Control Centre.
  2. Supervises the use of equipment, facilities, and operations at the CCTV Control Centre during shift and take appropriate action to maintain full and proper functioning of the same.
  3. Operates equipment/ take assistance from technical personnel to identify, isolate and retrieve/copy and store footages of interest
  4. Handles recorded media in accordance with organisational procedure
  5. Ensures adequate shift staffing levels at the CCTV Control Centre.
  6. Ensures the Control Centre facilities and environs are safe, clean, and well maintained in line with ZINARA policies.

  12. Supervises a team of CCTV Operators, who operate 24 hours per day, 7 days per week
  13. Manages standards of work and behavior using appropriate ZINARA policies and procedures.
  14. Determines staff deployment and organizes staff cover due to absence and the reactive deployment of staff in relation to specific operational events.
  15. Identifies and implements changes to working practices which will enhance the CCTV Control Centre Operations and the service provided.
  16. Conducts performance reviews and appraisals for CCTV team members.
  17. Provides on the job training to CCTV Operators as required.
  18. Handles CCTV equipment (hardware/ software) in line with manufacturer’s instructions and organizational procedure
  19. Ensures all cameras are operational, serviced and able to undertake all functions
  20. Obtains clarifications and approval from designated superior before sharing data and information
  21. Communicates with superiors/ team members and other stakeholders
  22. Deals with the demands and expectations of the police at short notice

Duties and Responsibilities
  1. Advises and assists the Risk & Loss Control Manager in designing effective fraud investigation and loss recoveries strategies.
  2. Defines, documents, and operationalizes all crime/fraud investigations processes.
  3. Receives reports of assigned cases and prepare case investigation work plans noting methodologies to be used and purpose for action.
  4. Conducts investigations on assigned cases of all allegations and all types of crimes/misconduct (including cases of fraud, theft, bribery, corruption, regulatory breaches and internal policy violations) committed within and against the organisation by both internal and external parties.
  5. Conducts forensic interviewing and other investigative research activities on suspects and witnesses as required by the matter at hand while documenting all work undertaken.
  6. Presents investigative facts, circumstances and conclusions in a concise, clear and logical manner in form of high-quality investigation reports.
  7. Identifies and assess system and internal control breakdowns/ weaknesses and fraud risks in the business environment.

  14. Engages with stakeholders and manages stakeholder expectations in terms of investigatory processes, case progress and updates.

Purpose of the Job

This position exists to lead in the maintenance of a safe and secure environment for employees, clients and protection of all ZINARA assets from loss or damage through physical security, intelligence operations, electronic security monitoring and access control management as well as joint enforcement operations with law enforcement and other government security agencies in line with the ZINARA Risk Management and Loss Control function’s Mandate. The position reports to the Risk and Loss Control Manager.

Duties and Responsibilities
  1. Assists the Risk & Loss Control Manager in the development and review of corporate security risk management policies, strategies, standards, and guidelines to ensure protection and preservation of all organisational assets and minimise the cost of assets insurance.
  2. Conducts periodic security surveys/assessments across the organisation to ensure that security processes and systems remain relevant and effective.
  3. Identifies security system and process weaknesses and failures and recommend immediate corrective action to senior management.
  4. Designs and communicates clear and simplified operating instructions to contracted security service companies, deployed police officers and review as necessary.
  5. Carries out random checks on deployed police and security guards both during the day and during the night to monitor alertness and to check compliance to stipulated deployment instructions and times to maximise security of assets.
  6. Works closely with other industry and government security players to curb leakages and stay up to date with emerging criminal intelligence and risk trends.
  7. Recommends appropriate intelligence gathering skills and methods for the risk function.
  8. Implements risk and intelligence driven operational strategies to minimise revenue leakages and recover lost revenue
  9. Implements measures to ensure that syndicate related crimes are identified through efficient and effective Intelligence.
  10. Directs all matters relating to CCTV monitoring and access control system at all ZINARA workstations across the country and at the CCTV Control Centre.
  11. Develops and enforces security systems, policies and procedures (SOPs) necessary for monitoring of CCTVs and management of access control system.
  12. Conducts and monitors employees’ appraisals, identifying performance discrepancy and make appropriate recommendations for improvement.
  13. Provides input to the departmental budget formulation and ensure the efficient use of budgets.
  14. Designs and implements security training and awareness programs across the organisation.
  15. Participates in internal disciplinary and court procedures.
  16. Submits regular and ad-hoc security risk reports to senior management.

 

Qualifications and Experience

Purpose of the Job

  1. Oversees the cost-effective procurement of goods and services for the Administration in line with the provisions of the Public Procurement and Public Assets Disposal Act (Chapter 22:23)
  2. Manages day to day operations of ZINARA’s Procurement Management Unit (PMU)
  3.  Leads in contract negotiations with contractors of goods and services.
  4.  Advises the Accounting Officer on all procurement issues.
  5. Ensures adherence to best practice and good Corporate Governance by members of the Procurement Management Unit.
  6. Determines applicable procurement methods to be used when internal requests are received.
  7.  Reviews tender documents in line with the Public Procurement and Public Assets Disposal Act and Procurement Regulations for sourcing of goods and services.
  8.  Prepares evaluation reports recommending awards for tenders to best advantage.
  9. Carries out market environmental scanning and procurement research for guidance and adoption of the most economic options.
  10. Provides timeous expert advice to the CEO and Executive on all aspects of procurement
  11. Plans annual and periodic procurement activities.
  12. Adheres to Service Level Agreements (SLA).

Qualifications and Experience
  1.  5 Ordinary levels including Mathematics and English
  2.  Degree in Supply Chain Management OR Equivalent.
  3. A relevant Master’s degree in Supply Chain Management/Business Administration/Business Leadership.
  4. Professional qualification in Procurement and Supply
  5. Full member with Chartered Institute of Procurement & Supply Chain Management) MCIPS is a must.
  6. 10 years’ experience in procurement field and 5 years’ experience at Senior Management level in Public Procurement environment.
  7. Knowledge of ERP such as SAP is a requirement.
  8. Clean Class 4 Driver’s license
